Each fiscal year, research need statements are solicited from various universities and state and local agencies in Indiana. The Advisory Board evaluates every research need statement; and on the average, one out of five proposals is selected for funding. Each project's resarch manager, designated the Principal Investigator, works with a Project Administrator assigned from the INDOT Research Division, as part of a Study Advisory Committee composed of appropriate INDOT and FHWA personnel and industry representatives. The Study Advisory Committee lends technical assistance to the Principal Investigator, and this designated project team communicates closely from the time of the project award to the publication of reseach results and implementation.

The progress of each project is monitored closely by the JTRP office, working hand in hand with the designated project team, their ultimate mutual goal being meaningful research, on time and within budget, ready for implementation by INDOT personnel.
